He's also forgetting about FW; also it does exist in pub matches but the wait time was reduced making it invisible if you have long load screens on your client (I can usually see it for about 2 seconds in pub matches)

I was hunting down first Gen's a couple of months back. Tracked them right to a cabal of Sansha's Nation heretics.

All of my infantry gear is amarr, as will be my tank, and on my eve guy I run an abaddon. Frustrating to say the least.
