The Assault (Plasma) Rifle currently does 34 HP of damage within optimal range (40m) but beyond 40m it will drop gradually until it reaches 10.2 HP at its Effective Range of 65m, then damage will drop rapidly beyond that.
According to this Dev Blog, and the way things work in EVE, the Assault Rifle (Plasma Rifle) should have the highest damage and shortest range of the racial rifles. It is not exactly short range right now, and the Scrambler Rifle which is supposed to be medium - long range in comparison has only slightly more range than the Assault (Plasma) Rifle. How is the Combat Rifle, which is supposed to be between these two in range going to fit in and be meaningfully different in any way?
Here is my proposal:
Reduce the Optimal Range of the Assault (Plasma) Rifle to 25m, but keep the Effective Range at 65m, so the 34 HP damage at 25m drops off more slowly and is still at 10.2 at 65 m as it is now.
Give the Combat Rifle a slightly lower base damage, but give it the 40m optimal range that the Assault Rifle currently has. Give the Combat Rifle the same 65m Effective Range as the Assault (Plasma) Rifle.
So here is how it would play out, with SMG and Rail Rifle added for comparison:
10m SMG - Top Damage Assault (Plasma) Rifle - Close Second Combat Rifle - Third Rale Rifle - Distant Forth
15m Assault (Plasma) Rifle - Top Damage SMG - Close Second Combat Rifle - Third Rale Rifle - Distant Forth
25m Assault (Plasma) Rifle - Top Damage Combat Rifle - Second SMG - Distant third Rale Rifle - Distant Forth
30m Assault (Plasma) Rifle - Same damage as Combat Rifle Combat Rifle - Same damage as Assault (Plasma) Rifle Rale Rifle - Third SMG - Very Distant Forth
35m to 55m Combat Rifle - Top Damage Assault (Plasma) Rifle - Second Rale Rifle - Third SMG - Not Applicable
65m Rale Rifle - Top Damage Assault (Plasma) Rifle - Second Combat Rifle - Close Third SMG - Not Applicable
80m Rale Rifle - Top Damage Assault (Plasma) Not Applicable Combat Rifle - Not Applicable SMG - Not Applicable
I am thinking the Rail Rifle should be around 24 HP damage with an optimal of 80m or more, with both a good Scope and hip fire capability.
The Scrambler Rifle may have to have its damage reduced very slightly for balance, as this would be a slight nerf to the Assault (Plasma) Rifle.

In first !! How is getting more rifles a nerf? Instead of having one gun that does everything, you're getting 4 variants that do different things. Like the Burst rifle and the Breach ? and also the TAC .....which are totally useless .... ? Four AR variations and you can only use ONE, because all the other ones have been nerfed to hell and back. The Burst, Breach, and TAC are meant to be poor imitations of the other Racial Rifles. I believe the Burst is meant to imitate the Combat Rifle, but the Combat Rifle needs to actually be good, where as the Burst Assault (Plasma) Rifle is only meant to be a poor imitation. |

TAC AR is still damn good, just not the end all, be all anymore. Burst is only good at proto, but still a solid gun. Even better since 1.5. I've even seen a few breach users, but all 3 of these variants get out shined by the standard because it's too good. No, they get out shined by the Assault version because it is the base model for Gallente and the others 3 are imitations of the other Racial Rifles. |

I hate you so much for calling my favorite weapon of all a "poor imitation" Especially since it is the ONLY reason why I specced into AR. Serious note: The whole concept of "mimic" weapons is irritating. They deserve to be good weapons, with the drawback of ISK cost and limited access (only Lv4 or higher). This idea of "poor" weapons is extremely game-breaking. Don't expect too see any variety on the battlefield this way (wonder why Burst rifles are dead...?). I will acknowledge your point. They should not be useless.
My point is that the Racial Rifles should each be the best at what they do. Therefore the rifles that imitate other racial rifles should not be as good at what the originals do, however they could be better at other things. For instance, the Burst Assault Rifle should probably have higher DPS than the Combat Rifle at close range, because Plasma weapons are short ranged/High DPS weapons
