No it's not. Charge Sniper Rifle with all needed skill on lvl 5 and 5 dmg mods are not able to kill full tanked pro-Ass/Log whether shooting in chest or head.
(Yes, there is no point at skilling proficiency at lvl5 and fit all those dmg mods!)

I don't agree: up to app. 190 extra damage per body shot is worth it. You'll get a lot more OHK's. And therefore more kills out of your ammo, and more kills overall. Besides, for a fully tanked pro you'll only need 4 body shots, instead of 5!
