Cutting out the nationality part an calling someone an African because of their skin color is probably wrong as well, because that would be stereotyping. Black person is probably the best thing to use on the Internet I would imagine.
It's all fallout from Apartheid Africa, according to wiki. The linguistic rules are as follows:

Saying someone is black = not racist. "Cleveland is Peter's friend. Cleveland is black."

Saying someone is a black= racist. "Cleveland is Peter's friend. Cleveland is a black."

As long as you're using 'black' as a descriptor and not a noun, you're in the clear. Here's a quick tolerance quiz: Neither Gary or Frank want to eat at a popular soul food eatery. Which of these two people is racist?

Frank: I don't like eating in restaurants where black people prepare my food.

Gary: I don't like eating in restaurants where blacks prepare my food.

Can you figure it out? 3...2...1... the answer is: Gary! He isn't using inclusive language. Be like Frank, not Gary.

 Hurray for tolerance!

 Oh, wait...

Why don't we just drop the bigotry. You realize it's 2013 do you not?

Instead of segregating ourselves by calling one another "black", "white", "mexican", "canadian", "american", "asian", etc, simply call ourselves and eachother "person" or "man" or "woman". Why do humans feel the need to point out differences, and segregate according to those differences?

Why can't we seem to focus on the things which would bond us together. Why do certain people feel the need to paint their pedigree in a negative light by acting out the stereotypes others have developed about them. Why can't we lift eachother up, help one another succeed, instead of trying to find any reason or method to cause our fellow man to fail.

While it is easy to focus on outward appearances which make us different, life is much more enjoyable for all when you look at a person for who they are, not what they look like.

Whether you are of caucasian, negroid, or mongoloid decent, or more than likely a mixture of the three to some degree, really does not matter.

What matters is that we all call Earth our home. Why not make it an enjoyable place to dwell?

To answer one of the above questions,

It is really not any more proper to call a human "black" or "white" or anything other than a person. I don't care what it says on Wikipedia. Anyone who does this, whether they realize or not, are placing themselves above the other by objectifying the one who looks different.

No one is better than anyone else. We all have strengths and weaknesses. When you begin to see past the differences in others, you are able to build their strengths, and compensate for their weaknesses and become stronger yourself because of it.

 TL;DR Celebrate diversity!
