Which is why I've always been a supporter of a slow and steady skill reallocation system, that gives everyone 1 buyback point per week of active play. That buyback point can be saved for as long as you like, and they stack. When selecting any skill that you have ranks in, another option will be present that says "Buyback". Clicking on that brings you to the buyback interface, which allows you to spend buyback points equal to or less than the total amount of SP in said skill.
Buying back X ranks takes X buyback points, which are gone forever once used. Any SP invested in said skill is returned to the players SP pool equal to the amount of SP invested in X removed ranks, from the top down, and the skill ranks are reversed. The skill still remains unlocked, and you are thusly not refunded for you skill book. |

That or they could capitalize off it like I've suggested Reallocation AUR item For as long as it's active you select a skill to drain and every SP you gain takes an SP out of that skill and into your unallocated pool.
Or simply every SP you gain raises a separate counter like you said for "movable" points At which point if you have enough you can De-level a skill, transferring those SP to your unallocated pool again.

So basically you can't "Pay to respec"
But you can "Pay to play to respec" Make em work for it
Will slow down and prevent any significant FOTM hopping. Seems fair at that rate |

You could still have my system, and then just sell buyback tokens for X amount of AUR with a limit of X amount of tokens per X amount of time |

Just for the record, since you used my comment from another thread. I'm against any form of respec, including aurum based, play to respec etc.
The only time SP should be returned to a player is if CCP make drastic changes to the skill tree, such as the upcoming vehicle changes. That would be an SP reimbursement. |
