They're taking away vehicles so the sp should definately be refunded, else it's lost. It would be like taking away assault, logi, sentienal, commando, and scout suits and leaving you all with basic frames and not refunding your sp invested.

Virtually the whole skill tree has been altered. Not only have skills been added and change but many of the old skills have been removed all together. Really, the easiest way for this to be fixed is just a total vehicle skill respec. I get people are reserved about giving respecs in this game, but it not only justified in this situation, but almost inevitable.

Respecs imply refunding ALL skill points accumulated regardless if the skill book you trained was impacted or not. What he, and everyone else, is talking about is a partial refund of the SP invested. CCP did state there will be no more FULL respecs. But they did leave open the possibility of partial refund of SP based on which skills you trained up that got affected. For example: If you trained up Minmatar Scout Dropsuit to Level 5 which took about 2 million SP get into and then CCP cuts the total cost by half, then you get 1 million SP refunded to you. If they remove the skill book entirely then you get 2 million back.

I hope they answer this question soon, everyone is asking but they aren't answering in any of the other threads.
