What you're asking doesn't seem to be a factor in ISK distribution, it seems you have a Contract Payment and Destruction Payment,

I use to make good isk, now it's down to like 300k a match EVEN with 4000WP. Im starting to believe isk payout is now ONLY payed by what personal gear you take out.

Like a "oh you showed up here's your base pay". i went over 4000 WP the other day and i was paid 728000 isk. i didn't take out any tanks, or installations. I was squad leader and a logi. this makes me think that its more WP = more isk, regardless of what you destroy in the game/what happens in the game. We had an AV guy on the team who went second place and he had about 1500 less WP and made way less money even though he took out tanks and installations. maybe its whatever position you are on the leaderboard = % of isk total(suits, equipment, installations, vehicles) lost on map? Then that percentage would even be broken down more because i think winning team #1 WP gets paid out more that losing team #1 WP, even if losing team has #1 made more WP. But, I could be wrong. I don't have data to track that so you'd have to ask someone that does.

An example would be me going 55/0, with about 3000 WP solo, I got 550k for that, only two others came near my score, the rest were awful (3 of us carried that team. lol) but if I do 30/0 with 2000 WP, but my team mates also get something similar, I'll get between 180-250k. It's also similar if you compare your WP to your squadmates and ask them how much ISK they made.. Actually there's an interesting idea for a test, gather up a squad, play a match. Total the WP of the team and use the ISK values from your squadmates, and we can try and figure out if WP actually has an affect on it. I know for a FACT, it's "pretty much" keep what you kill. Meaning you get a % of killed suits/vehicle value. More proto suits mean more iskies. Milita kills are'nt worth squat! I TRULY believe, detroying turrets,cru's, supply depots, are'nt worth anything isk wise! I think CCP did this because the tanks keep destroying everything right off the rip. Not sure, just a thought. I have been testing this theory, and it's testing true so far.

The game takes the total value of the gear destroyed each match, (for each team), and the total pool gets distributed based off of how many of the total WP you have in your entire team. So if your team destroys 1M isk worth of gear, and theres a total of 10k WP between all of your team mates, IF you have 2k of those 10k WP you will earn 200k of that matches 1M isk. So..... If you made 4k WP and made only 200k isk, that means that either A.) everyone on your team made a lot of WP, or B.) there wasn't much isk to go around to begin with.

Show me pictures, show me scores of other opponents It's not what you kill, it's the total of what's destroyed and it's how well you do against your team. Winning yields a bonus. If they bring out a bunch of tanks everyone reaps the benefits, not just the one who destroyed them.
