I love how fun scanning has made the game but at the same time I know that it will become boring over time if there's nothing to combat Active Scanners. What would be perfect to combat active scanners? Some equipment that would do the job. I started off thinking, "Hey. Maybe a droppable equipment could work." But then I realized how ineffective that could be since it would have to be stationary and present a large field of "dampening" and it could possibly be abused(thus making the game less fun) by a team. Eventually I gave up but then after a week, a light bulb came on and I was blessed with an idea!
Handheld Equipment that dampens your character's profile actively. That's the trick. It would work as a booster to your dampening stats on your fits. After you've used it for whatever amount of time, you'll have to let it charge back up. The power limit/charge time is given so that it doesn't make any player a complete ninja without effort. Another limitation would be that it has to be actively used, as in it has to be in your hand and turned on. If you're getting into a gun fight, you won't be able to use an active dampener but you may use it to sneak up on your enemy.
The Active Dampener wouldn't be primarily used by scouts/light fits but by medium fits as well. More than likely an Assault player won't be stacking dampening mods to their fitting because they want modules that will help them kill or survive easier. Most assaults wouldn't be caught dead without some shield/armor module and a weapon modifier/agility module. With that said, they can still be sneaky bastards if they have on 1 passive dampener and equips 1 active dampener.
A scout would benefit from using an active profile dampener as well but at the same time, they might not need it IF they're already ninjas.
I even have some lore built in my head for the equipment.
The Black Eagles, a security and intelligence force of the Gallente Federation, created the Active Profile Dampeners to give their operatives a competitive edge on the battlefield against enemy scanners. While they do their job extremely well, the Active Profile Dampeners have given on harmful radiation to all the test subjects who use them. After realizing just how dangerous the experimental tool was, they shut down the experimenting. The Active Dampener made it's return on the battlefield due to infiltration in the Black Eagles and the designs for the device being sold on the market.
