Bear in mind that Valklears are former convicts - and they don't have to be convicted solely for violent crimes they can be convicted for just about anything and still make it into the Valklears. A lot of the higher ups in the republic fleet are former Valklears who stay in service for quite a while.
If you're interested, you should read my fan fiction: 'Rumor Zero' which features the Valklear. Won third place in the official Pod and Planet Contest held by CCP - think you'd like it.
