Dude, max the low slots on the Gal Heavy with speed boosters...

Here's why:

• If you take damage while on armor, then the movement gets reduced.
• More hits received at once means far slower movement/sprinting speed.
• The plates together with above mentioned means you'll just be good for point defense

Shields prevent the speed penalty so it's probably better focus on that for other dropsuits, but not if you can still get a movement speed of at least 4.60 while having 500+ armor.

I hear the Minmatar looks cool
