TLDR: Every time an EVE ship is destroyed it falls to a randomly determined planet, a DUST game then takes place, the winner get's loot from the ship.
That's my whole idea, to flesh it out a bit.
EVE generates thousands of killmails a day, more than enough to fuel loads of DUST content, which is tied into the meta-game of EVE, big battles generate loads of KM's, different regions different ships. Letting DUST players fight over fallen ships would really connect us to the EVE universe.
Moreover all the data is already there, the server generates the killmails automatically.
Now it would be a bit much if every ship sparked a game. So maybe each day there a third the number of fallen ships as the average number of dust players online.
When a ship falls to a planet a DUST game is organised with a timer. If the timer runs out and no one joins the game the ship is gone.
If the timer runs out and the match is half full, the match takes place, the winner gets the loot.
If the match is full the game starts, regardless of how much time is left.
Now as for loot some it should come from the killmails, if it's a T2 battleship the loot should be the amazing modules it's carrying and a reward for the hull, maybe salvage, if it's a frigate it should be just the few mods that didn't drop in eve.
TITANS could even start a mini tournament for who gets the loot.
As for what the loot would be the simplest way would be to pay ISK to the DUST mercs, which is a percentage of the value of the mods remaining on the ship.
A better system would be to give the DUST mercs the actual mods and some salvage from the ship and let them trade it back to EVE players, that would bring the EVE-DUST link a lot more vitality.
If you really wanted to go the whole way you could make a new type of salvage, say hull piece (eg. Rifter Hull Piece, etc) which can be collected only by DUST mercs after a fallen ship match and is then used by EVE players in ship manufacturing.
Say if you have a hull piece when you start a manufacturing run it gives you some discount towards the minerals required (maybe 10% and only one hull piece per ship built, or a cumulative bonus so if you use 10 hull pieces you can get the ship for half price).
As there aren't a huge number of DUST players this wouldn't destabilise the economy but it would give a chance for industrialists to set up collecting parts and salvage from DUST players, causing a lot more interaction between DUST players and between EVE and DUST.
This system could easily be tied into planetary conquest as if a ship falls on a planet owned by a player corp they could automatically get the salvage. Or they could get double clones for their team in the battle to capture it, or they could get to pick a team and if that team wins (even if that corp contributes no players) they could get a share of the loot. There are lots of ways to hook it in.
As for what type of match I think it should be Domination. Having the two sides fight over a single objective, the winner being those who can control it the longest, is an awesome representation of fighting over a crash site. You could even have the loot split by time holding the objective, so if you hold it for 80% of the match you get 80% of the loot, would be cool.
Moreover really going the whole way you could have a cool animation where the ship arcs across the sky in a fireball in the middle of the match, that would be sweet.
Finally I think it would be cool to split the galaxy into at least 4 areas and to see what fallen ship battles are available you have to move to another area, this could just be one click. but somehow it would be good to start giving DUST players a feel for stellar geography, knowing there is a war and going over there to have a look for fallen ships.
It would be best if you had to look at each region individually, but the way you move between them is to just move the cursor to get a list. Would give DUST players a real feel for what kind of ships die in which areas.

The downsides of this are that currently we have absolutely no use for EvE items since we can't even sell them on the market to other capsuleers and it would ruin the salvage mechanic that drives so much of the PVP in EvE. Perhaps if a wreck near a planet is not salvaged within 5 minutes then it falls to the planet and something like 20% of the modules that survived the ships destruction would be available as salvage (the rest were destroyed on entry though the planets atmoshpere).
This mechanic would also be neat since it would add destroyed ships as terrain sockets and may even push CCP to give us underwater combat (since sometimes ships are going to crash into lakes/oceans and all that valuable loot needs salvaging).
Interesting points.
I was trying to think of what would happen if you just left some debris in a solar system, what would happen to it eventually.
My guess is most of it would end up in the sun, some in gas giants and a little would crash onto hard planets, some might stay in orbit indefinitely.
You're totally right it's important not to destabilise the EVE economy by having a system where 100% of modules survive combat in one way or another, it's got to be a very lossy system.
Giving EVE modules to DUST players would, IMO, be a good thing, it would include them in the EVE economy and you'd have to get to know traders you could sell to or go on the main market. It might be too much work to open it up but it would be really cool.
Also you wouldn't need that many crashed ships to make content for all of DUST, I don't know how many matches take place a day but it can't be a huge number.
Underwater would be amazing, though it could end up a little slow. Maybe if you could kind of fly around with some sort of little propeller, that would be great.
