If it's a PSN code you have to read the hefty EULA for the Playstation Network. Trading inside the game itself is CCPs business, but codes are not internal trades as PSN is a third party.

Also, CCP already has the real world money spent in acquiring said items (aurum, bpo, etc). This is no different than Eve Online's plex market.
