It seems you just don't want these weapons to have Officer variants for personal reasons.

Rare modules and ultra rare officer gear is something that I loved about eve and I cant wait to see it fully fleshed out in Dust514. Imagine officer tanks - You see them once in a blue moon, but when you do they devastate. Officer heavy suits - Be a walking tank but if you do eventually die, kiss goodbye to that ultra rare suit ;-) Player trading just for our current officer weapons would be amazing. I hope CCP does it soon.

Well at least that is what my game thinks because i have been playing since chromosome with over 20k kills and have only found 10 and that was when you use to salvage them 5 at a time.
