I have been thinking on this for a while and two logical answers come to mind.
1. Jets will be released soon. With the speed of Jets the firing time of Swarm Launchers will not work. The jet will be able to evade and counter them. With a faster volley you will have a better chance of hitting them.
2. Proto Tanks will be released soon is another thought. You will need a much higher volley of attacks to bring these juggernauts down. Also that is why possibly the Forge Gun is soon to have higher reload speed. At the current specs they will not work, but with a proper buff they will be able to compete against these future weapons.
All this is speculation, but it is the only logical conclusion. |

Don't care what will be released "soon" don't screw over the current vehicles in existence. |

With scanning and such being so different in 1.4 I think getting a lock might be harder, so the buffed the retire rate to compensate. That's just my theory though. |

There's really no good reason to buff the swarm launcher. It isn't needed, and it's already easy enough to destroy vehicles, because why require teamwork when you can cry you can't solo them on the forums, and get them nerfed again and again. |

I don't think I'd hold my breath for new vehicles anytime soon. Unless soon means 6 months or so.
Considering the amount of dropsuits and other issues they're sorting out, I don't believe its near the top of their priority list.

Spoken out of true ignorance, good for you. They're all being worked on by different people at the same time. 
Occam's razor: the simplest answer is most often the correct one. They're introducing limited ammo and buffing SLs, that must mean that ADV and PRO tanks are going to be hella powerful. Possibly even near invincible with LLAVs supporting them. To avoid them having them just sitting on the redline, they have to cut back and find a supply depot to restock. |
