Your Primary: The shotgun is inconsistent. It cannot be trusted, and you don't have enough eHP to survive if/when it fails you. You need a backup plan. Or two. And don't waste your SP on shotguns; the skilltree offers negligible (possibly negative) return on investment.
Your Sidearm: Skill into SMGs. They shoot peas at early levels, but even the humble Toxin becomes a death-ray once you've invested enough SP. When you get the drop on someone, blast away his shields with your shotty. You'll never ever hit him again once he starts bouncing around and strafing, so finish him off with your trusty SMG.
Locus Nades: Your best friend. Say "hi" with a nade. Say "bye" with a nade. Say "surprise!" with a nade. Your shotgun will fail you; these will not.
Equipment: Situational. Depends on role and gamemode. Scanners, Uplinks, Nanohives all come in handy.
Modules: Shield extenders in highs. Experiment with lows. KinCats and CardRegs (what you're already doing) are great provided you're carrying a Compact Nanohive. Armor Repair and Plates also come in handy.
Avoid Mass Drivers: Don't even bother. Yes, it is garbage that you can never win. Yes, shotguns are supposed to win when up-close. Forsake all logic and trust me here. You are a Scout, and MDs will destroy you. Every time.
Caveat: Advice applies to Pubs. PC is not for Scouts.

This guy gives good advice, I like it.
Are you going scout suit or assault? Because an assault suit could also work with a shotgun. Using a shotgun doesn't mean you necessarily need a scout suit. But the shotgun is a scout best friend. Whatever.
I can suggest the Minmatar or the Caldari assault suit. The Minmatar is the fastest medium suit and can tank a lot of shield. Shield is what you need for a CQC weapon. You need to be fast and be able to take hits, because let's be honest, stealth in this game sucks.
As this guy suggested the shotgun has terrible hit detection. The skill operation reduces your spread cone. Yes your shotgun becomes more accurate, but who wants a smaller spread cone when strafing speeds and aiming is so crazy in this game? Bigger cone = more chances of bullets hitting moving targets.
The SMG is an excellent companion for the shotgun. It has more range that can help finish off fleeing targets. The Minmatar suit gives it more bullets per clip so it's another + for the suit.
Now for modules, I'd say shields. All your highs should be extenders. For low slots you can equip plates or kin cats. It's really your choice. If your comfortable with the base speed of the suit go plates, if not then go cats. Cardiac regulators never used them since I don't bunny hop as a mean of offence, I always jump defensively.
I think the active scanner is the best option for equipment when using the shotgun. With this you can plan better when to approach CQC or surprise them down a corner instead of relying on your instincts. I don't see the other equipment as useful when combined with the shotgun.
This with all the guy above me said should get you covered. I never used the shotgun btw, I know this by months of experience in the game and observation. Well I tried to use the shotgun but I'm terrible at CQC in this game.
