The benefit that armor tanked suits (gallente suits) have is that you can put damage mods in the high slots to increase your damage output. if you have 2 complex damage mods your damage increases significant while still maintaining decent HP. Shield based dropsuits cant really do this cause they would sacrifice HP in favour of damage mods. Ive seen very weak shield dropsuit fits with 2-3 damage mods but they can be taken out by a militia assault rifle. Its true on a pure tank perspective that shields are (at the moment) better due to mobility and passive recharge rate. However a basic armor plate gives you 65HP and a basic shield extender gives you 22HP. i got this fit at the moment for a medium frame gallente suit:
-Medium frame GK.0:
-3X complex light damage mod -1Xcomplex armor repair -1Xenhanced armor repair -2X basic armor plates
-duvolle assault rifle -toxin SMG -M1 locus grenades -compact nanohive
stats: shields= 126HP armor= 405 total HP= 531 passive repair rate= 10HP/s
fitting rquirements: CPU:391 PG:66
As you can see this fit is quite heavy on the CPU so electronics V is required. It is worth it cause you can melt allmost every heavy tanked suit in the game with that fitting. CCP's logic is like this: Enemy has tons of HP=use more damage mods. |

or use an AR... Same basic idea. Enemy outperforms you at a certain range? Switch up your AR variant. Gun too hard to fit on your suit? Swap that junk out for an AR. Running out of ISK? Switch to your assault/medic starter fits, fully equipped with free ARs. |

CCP's logic is like this: Enemy has tons of HP=use more damage mods. Sure, but Caldari can fit kin cats, which increases their mobility a LOT. By the time Gallente reach there, Caldari already cleaned up the place. Gallente are brawlers, Caldari are skirmishers. Caldari dictate their ranges to win battles (They're going to have the longest range AR), Gallente use sheer firepower and HP to take people down. Don't bring in utility modules when you forget that they have them too.
Also, a very big thing is that they can fit CPU/PG modules, we can't. In the end they can have a fully proto suit, with everything fit on proto. A Gallente has to make a lot of sacrifices to make his suit work. Gallente need a SLIGHT buff, it's almost there, but not quite.

Well the only time I use armor tanking to a big extent is on a dedicated siege logistics suit. I equip several level 5 repair hives on a low level roof and bounce around in my health bubble while I pick off medium range targets with the Duvolle Tac AR. I can soak sniper hits quite well when I'm constantly at full health. |

thats crap
I dual tank minmatar assault and caldari assault
std caldari dragonfly with an enhanced and a repper comes out to like 250/250
still leaving 2 high slots
minmatar i can stack plates in both lows and use the passive 1hp 350/300
on both of these shield heavy races I can dual tank and damage tank |

Wanna know the only weapon that could outperform the Core Flaylock in 1.2? The AR. Wanna know the only weapon that can outperform ***** weapons in their niche, has a hitscan damage system, and uses less CPU and PG than everything else while having a DPS bested only by tank turrets and HMGs? The AR.
