No. Not for cash at least.
Eve Online allows you to sell a character (not account, I said character) to another player but only for ISK and the price is determined only by the player and by the demand for the character in question. Selling a character for real-world cash is prohibited according to CCP.
But it will be a very long time (years perhaps) before a character bazaar could ever be established and sanctioned by CCP for DUST. |

You can't sell your Dust account, but you can sell your PSN tag with the Dust account attached to it and there is nothing CCP can do about it. |

My advice start a new character send a few million isk and use the academy to practice flying, they have a lack of a.v. and you don't get wp for flying if you don't have a gunner so stay as long as you want, |
