This idea is based on some ideas that I couldn't find with forum search. I only take partial credit for this idea.
Have the armor repair tool make shield regen start immediately alongside the same armor repair values (25hp/s for the militia version)
Have the shield tool cause the shield regen to pulse faster at the expense of armor regen capabilities.
For instance, assume you have a suit that repairs 20hp per pulse of shield regen, 1 pulse per second. Regular repair tool heals his armor and begins his normal shield regen (1 pulse per second) and heals him for 30hp/s.
Shield repair tool causes the shield to regen twice as much (same 20hp per pulse, but at 2 pulses per second instead of the usual 1) at the equivalent cost of armor repair (in this example armor repairs at 15hp/s as opposed to the normal 30hp/s
Numbers are made up for demonstration issues. But it gives shields a repper without giving armor a nerf. In fact, this change benefits armor tankers as well; enemies have to chew through that 20hp from shield regen before hitting armor, and hitting the suit doesn't stop the regen from happening. At the same time, Shield tankers have a rep finally (Caldari running an armor repair tool?) that still reps armor, albeit slowly.
They should be balanced so that an equivalent amount of each type of tanking is repped by the appropriate tool.
Example: assume two players with 0 shields, 0 armor. Player 1 has a maximum of 200 shields and 100 armor. Player 2 has 100 shields and 200 armor. Assuming both are using the appropriate reps, and both start being repped at the same time, both should go from 0 to full health in the same amount of time.
As well, make the shield part of both reps work on vehicles, such that it increases the vehicle's natural recharge rates to repair damage. Obviously, the shield repper will regen shields faster than the armor one, although both can do it.
CCP can also easily add this into the lore, By having the same process that causes the repper to repair armor also start the regen process, and the different races merely tweak this process to suit (spelling?) their style of tanking. Gallente/Amarr would take the armor rep tool, Minmatar/Caldari would take the shield one.
