Cheers, Cross I think the reward should be no greater than 10 points. Higher meta levels granting a higher reward is simply more WP for the sake of dishing out more WP. Skilled players are already capable of earning more than 2000 WP per game. There's generally little risk involved in equipment destruction and it takes very little effort.
Keeping the average award low I completely agree with, the rest of your analysis I rather firmly disagree with. War Points are awarded (at least in theory) as a representation of the tactical value of actions taken on the battlefield. Destruction of a prototype hive with full clusters is more tactically valuable than destruction of an almost completely depleted militia hive, to claim otherwise is analogs to claiming that a militia AR is equal to a TAR in application and value.
The effort in destroying deployed equipment either comes in the form of clearing an area so it is secure before you start or in taking your attention out of the fire fight to focus on the equipment, in either case no matter how easy shooting the equipment is the process of destroying it is far from requiring "little effort" from your team.
So no, scaled WP awarded based on the remaining tactical utility of the equipment destroyed is in no way dishing out WP "for the sake of dishing out more WP" it is in fact adhering to the proper balance and current methodology of WP in game.

The equipment already allows a Merc to earn WP by being it's "owner" so once hacked they acquire the full potential WP earnings remaining in that deployed equipment which will balance directly with the rest of the system since those WP are already in play.
Hacking a Null cannon, CRU, or Depot it makes sense to gain WP because the use of those assets does not directly grant you WP, unlike equipment which is a bit of a different story as I outline above.
