Because they shoot eggs obviously. The yolk fries the shields and the shields cook the yolk, which explains that yellow stuff you see on your screen after getting shot by one. |

The reason for the insane headshot damage is because the concentrated neuron pulse or whatever it is completely fries the brain's critical functions. Scrambles it.
On the body? Microwaves the organs a bit. Kinda high penetration low energy, it interacts with grey matter in the most immediately lethal manner and is good at bypassing armour and shielding to do this.
At least that's how I understand it. |

Because each and every person is using them wrong. You are in the case of scrambler pistols meant to use them as a testicle "scrambling" boomerang and the rifle as a testicular "scrambling" baseball bat. This fits the Amarr doctrine as it demoralizes the enemy. (who wouldn't be demoralized when getting a quick whallop in the wedding tackle department.) |

Now: why is it that out of all the guns with rifle in their name, none of them are actually rifles? SMGs, HMGs, and possibly mass drivers are the only actual rifles in the game. |

wut.
An SMG is not a rifle. An HMG is not a rifle either. A grenade launcher is not a rifle.
If you're referring to the lack of 'rifling' in the guns then it may well exist in the plasma rifle, but even if it doesn't then it certainly isn't present in the SMG, HMG or MD. |

Like stated in above posts, the pulse neutron beams scramble (pretty much liquefies) the target's brain.
The Amarr make some pretty sinister things. The Amarr also have PSYKALID ammo where when a target it shot, it effects their mind driving them mad leading them to turn on on their own friendlies and either
A) kill all their friendlies then commit suicide
B) kill some of their friendlies and then get taken out by their friendlies
Yeah, don't f*** with the Amarr. |

The scrambler weapons are pulse lasers, not this neutron-beam nonsense (particle accelerators are much more a Gallente thing anyways). The 'Scrambler' is just a name given to this particular model of pulse-laser weapon.
Might as well ask why the M242 chain-gun mounted on a Bradley IFV is called a 'Bushmaster', since it has nothing to do with snakes.
