HELL YEAH !!! I've been waiting for officer SCR's for forever. You'r a bit generous on the stats though as far as i can see the assault version overheats twice as fast as a carthum But what i usually say is numbers; they can always be tweaked so lets not discuss them but the idea.
But what about some other names Socksfour's SR-34 assault scrambler rifle

These are armarian weapons thus there is no balac or thales variant they would come under amarian corporation names |

for the assault proto variant or carthum heat build up is only 15 this would be a nerfed officer scrambler rifle. 120 heat build up on the thales would completely destroy its usefulness |

This officer assault scrambler wouldn't be nerfed. Check out the damage, clip size, and cooldown. lol The Thale's scrambler is very useful. Check out the Cooldown time. I'm sure you understand how heat build-up, time firing, and cooldown relate to each other. xD
Every officer weapon is used slightly differently from it's normal isk counterparts. Balac's AR kills VERY fast. It also burns ammo faster than the others. Krin's AR doesn't shoot til it's completely empty. Thale's sniper rifle has dramatically deeper zoom then its isk counterparts, and requires more precise aiming on the part of the player. The Gastun's forge gun shoots very quickly, so ensuring a clear line of fire is absolutely critical.
The officer scrambler's I propose keep original functionality, but simply add a spin, like nearly every other officer weapon. Only difference is mine aren't hidden. Both scramblers do significantly more damage, and one has a slightly larger clip, but that increased energy output increases heat build up, so firing on point is vital. Their huge advantage is precisely the thing you think is nerfed. Their cooldown keeps them in combat more consistently then any other variant. lolz... |

Yet, there is a Balac's GAR-21 Assault Rifle (Gallente), a Balac's MRN-30 Submachine Gun (Minmatar), and a Balac's N-17 Sniper Rifle (Caldari). Did I miss something?
Please, explain how that lore works. A simple google search for "Officer Balac EVE lore" revealed nothing.
