I propose this.
Academy is locked to PSN, once a character gets out of academy for the 1st time on said PSN, any future characters on that PSN can NOT go though academy.
Lock Academy to militia gear, keeps everyone on even ground in regards to gear and skills but even an intermediate or pro player will destroy new comers with any militia weapon.
Bit of a risky and maybe an exploitable option, have academy feature ALL game modes, and a K/D requirement of 0.00-0.85 after 10000 wp is accumulated, meaning you can remain in Academy if you choose so if you have under said K/D. Feature another "academy" type mode for players less than 60 days old but have over the 0.85 k/d req and 10000 wp where militia-advanced can only be used.
Before academy can be done for the 1st time have a non-optional tutorial level (like MAG) where the player will learn how to skill, what is recommended 1st and then straight to a battle scenario.
The commentator (female robo voice chick person) will ask about inverted or regular controls and then ask the player if they'd like to change their controller scheme and directing them to the menu to do so if accepted, after all is done the player will be asked to turn on his/her voice chat and disable T2T (PTT).
The player will then learn how to become a squad leader, setting attack/defend orders, drop vehicles, use an orbital, hack and the different types of hack-able objects and what they do all the while being in game by his/herself. After completion of this tutorial level the player can then jump into the 1st step into live combat progression. Academy.

-Do not allow the option for any player to opt out, the younger crowd, if given the option will leave asap to try out their skills on the proto stomps we know now and then leave the game entirely.
-Do not allow Opt in, as I stated earlier in this post, even an intermediate player can mop the floor with a militia AR on newberries, I've done it when creating a new alt and I know I'm not the only one that can get a nice +5 K/D off new players with no skills in infantry.
By the time people get into academy they should have their VOIP figured out and either talking to squad/team mates or listening in. This is a good thing! PTT should NOT be on by default.
Add/adjust as seen fit.
