The scrambler rifle is the better weapon for most straight assault builds. The SMG gives you a high degree of utility if you want to combine "assault lite" with area denial (like an MD), ground level sniping or Swarms. I'm a big fan of the SMG because it gives you some interesting flexibility for making hybrid fits.
