And I would suggest not roaming around alone... Even if you have tons of armor on you, two or three smart enemies will make you dead before you kill even one of them.

I never got a chance to execute one myself, but I'd suggest going to the overview map, moving the reticule to the spot you want bombarded, pressing "X" and choosing OB option, if it is there. That's how squad leaders can perform most of the orders...

I'm thinking about logistics too, but it also depends on the starting SP and ISK... Some skillbooks might be unaccessible at the beginning due to the lack of cash.

That's why even when I tried to restock my fitting to "7" it gave me a rather disturbing price, which should've been way cheaper! Yeah, the old system was so more handier, I wish they return it back.
