Yup, the argument some guys are saying (dmg modifer should apply to weakest resistant type) doesnt hold water either, that would effectively kill of shield users completely.

The change was to increase TTK, I guess they got it right in that regard. However SL with 3x complex dmg mod was wrecking HAV like SL was post 1.7, so perhaps CCP really is pushing the team work to kill HAV aspect.
