The Meta Level of an item usually depicts its relative power to duplicate modules of different Tech levels. The higher the number, the better... although it doesn't take into account superior fitting statistics (new FW LP rewarded weapons)

Every skill level increase adds one hp/s to armor repair. So even if you don't have an armor repper online. You still get the innate suit bonus.
