I had the same sensation. As said by Wynn80, the beam looks like a black lightning bolt so it's kinda difficult to spot. The tool works fine tho, I was able to heal tanks, installations and teammates!

I honestly don't know but a couple of match went dizzy at the end and I was kicked out. I assume that the PS3 was afraid of losing. I have 3 suits out of 4 , with more that 50% of the single player challenges completed.
