I think it's the lack of modules on the Commando that drive people away from it; maybe they prefer to put kincats on the Heavy to increase speed back up to assault suit levels.

Because, while the armor repairing rate would be phenomenal, there would still be obvious weaknesses of the heavy suit. Sure, you may heal faster after battle, but your stamina and speed are still awful, and without regulators or kincats you can't...
