Found the Doc but it seems a bit off and hasn't been updated since March of this year. Looking at it the absolute ranges for Laser and Rail were the same but the effective ranges were 110 for laser and 102 for rail. It's as if they switched. But c...

Screw removing the kincat. Change the standard plate move penalty to -2 for basic and -3.5 for advanced and -5 for proto. -3 for a basic plate is not worth it if you can fit feroscale.
