The app: Because it is an app for a computer, phone, tablet, etc. It would probably cost a little. From this app you can do all that you could do in your merc quarters but given the limitations of these devices you would need to cut away some draining portions. The merc quarter animation would be cut out. It would basically be the neocom screen and the chat screen. From the neocom you ofcourse can collect warbarge items, customize suits, use the market, buy aurum, etc. You could also use the chat chanbels (if this is too data draining then sever it)

The sub-site: This could be another gateway found in the forums. Example: Forums>The game>Character management>login. This would have a link that would send you to the site with your character you logged in as and allow you to do anything you would normally do in the Merc quarters.
