Suit bonus is specific for the intended suit. If you're using the Gallente you won't get the Minmatar's bonus. Role bonus won't stack either. Why would you want your dampening below 15 db? Scanners?
You do know nobody use them. Role bonus should be enough imo.

I own with mine especially if I have a good squad that separates the enemy's squad a lot, give it time, once people get killed aloe due to disabled shared vision in 1.4 I'm guessing they'll be as popular as a faylock was, the proto is 15 db, I just wanted to see how it works so I could get under the 15 with only 2 low slots, you wait gallente scouts are gonna shot gunning the crap out of dudes.

Not a dev, but.....

When you are in your racial minnie suit, you get the +5% per level to scan profile reduction (25% reduction) and the max knife bonus since you are L5 minja (not sure what it is since I'm a Ganja scout).

In your Gallente suit, you only have the L1 bonuses so you only have a 5% (total) reduction to scan profile, and a 10% bonus to scan range.

A fully skilled Gallente scout has 25% profile reduction, and 50% bonus to scan range.
