I would suggest having another set of three skills coming off of the 'weapons upgrade' node - one for hybrid, one for energy weapons, and one for kinetic weapons. I would also suggest love to have more mods that buff our weapons as well.
Hybrid weapon skill - passive skill bonus: increase in ROF - weapon mod: Stabilizers that reduce recoil
Energy weapons - passive skill bonus: Decrease in heat build up - Weapon mod: Thermal boosters that increase headshot damage. The logic behind that is the heat is able to penetrate the dropsuit to hit the brain and fry the gray matter.

I think this is a pretty cool idea. Although, CCP has stated they don't want broad, passive skills like they did in Chromosome. This is not AS broad as, say, Light Weapon Sharpshooter was, but either way I think it'd be a great way to diversify fittings beyond stacking health and damage. |

You left out minmatar /explosives, but interesting suggestions. Some don't seem to fit turrets well either though, like the headshot bonus. |

The Ar already has a skill that decreases dispersion, so what hybrid weapons need a recoil decrease? Trying to get the AR as pinpoint accurate as an ADS SMG?

I'm thinking the stabilizers would be used to cancel out the increased kick that comes with a higher ROF. |
