These are real world weapons that can be used in this game buy the heavy and the development wouldn't be that difficult.
use the Mk19 next time you add any weapon add this here is the full listing https://en.wikipedia.org/wiki/Mk_19_grenade_launcher http://www.youtube.com/watch?v=jT698BOmSic use the same exact rate of fire give it the an effective range of 120m and with the same damage as the mass driver just up the splash damage
or even better use Xm307 http://en.wikipedia.org/wiki/XM307_Advanced_Crew_Served_Weapon http://www.youtube.com/watch?v=B2_2cCmzovc give 2 types of ammo airburst or the rpg style 40mm grenades make effective range of air burst 100 m give it a 3m splash damage 4m splash damage 5 meter splash damage with 50 damage there isn't any direct damage and the rate of fire is very slow for the op guys also allow people to switch ammo back and forth
As far as coding the weapon you would just have to take the missile turret or railgun turret and up the rate of fire for the portable for the rpg Now if you are going to do the air burst you would have to modify the code for the proximity mine for infantry changing the ammo can use one the slots that the heavy already comes equipped with this weapon could effectively be designed and ready for testing inside of 1 week by whomever made the code for the weapons I said to base it off of above

these seem like minmatar weapons which are cool but i think CCP wants to bring out the amar and gallente heavy weapons to suit all the races first.
however many seem to think that a heavy amar laser may com soon. i personaly think the gattling laser from fallout new vegas would be cool to have. But the gallente heavy is still very broad and not so easy to speculate about. They tend to like plasma so speculate from there. |

Ishukune and Kaalaakioita (spelling) are Caldari NPC corps so its Caldari. However, it would make more sense if it was Gallente because Caldari is more missile focused than hybrid weapons.

Rpg rounds do airburst when they reach max range.
The mk-19 rate of fire is almost 1/2 of dusts assault rifle, that is not a slow rate of fire. Over 5 grenades per second with more ammo before reload then a mass driver can carry as reloads.
A heavy slot belt feed mass driver with belts the size of mik-19 would be nasty enough semi-auto at mass driver''s fire rate, probably still op.
Maybe take mass driver stats, adjust rate of fire and damage amount like tac sniper vs standard sniper. Double rate of fire but less damage per hit, still more per second. Give it 20 round belt with as many reloads as hmg and it would be a nice area suppression heavy weapon. |

In general yes but the caldari are also prodigious users of Hybrid weapons as well.
Amarr- Lasers, Pulse Lasers Minmatar- Ballistic Weaponry Gallente- Drones, Hybrid Blasters Caldari- Missiles, Railguns |
