Theorized system of how game modes are decided when it comes to planetary combat over districts. Will try to make this as brief as possible.
We'll have two teams as an example.
Team Arclight Team Backfire
Okay, so, let's assume the planet has three districts (just as an example). In order to completely take the planet, all three districts must be conquered and claimed by one team or another. To do this they initiate corporation battles against one another and from then on the battles get progressively more strenuous as each team realizes how the other operates.
We will assume that team Arclight has control of all three districts (at first) as to go over all of the game-modes. This means that, initially, they are the defenders on the first three engagements.
Battle for District One
Backfire intends to take the planet by force and brings in their team as the Attackers, fighting against Arclight who already controls the planet with a light garrison.
Being as both teams are going in with their lightest gear - testing the water so to speak - neither has invested a heavy deal of ISK into the battle and thereby neither has spent the 120,000,000 isk on an MCC (source of information: Dust 514 trailer from E3 2011) because it's simply too much of an investment when neither team knows their enemy very well.
Being as there are no MCCs in the match we're left with an Ambush style game-mode with both teams coming in without support from the MCC, a Commander (as he has nothing to command the battle from), or Installation support.
The battle is light and while each team shows good tactics, team Arclight comes out the victor and claims the district.
Battle for District Two
At this point Backfire has become somewhat worried that their enemy is a bit more heavy handed than they anticipated from their recent victory and decides to up the stakes to try and secure a win for the planet. They invest a sizable amount of ISK into this and field an MCC with multiple installations with financial support backed by Capsuleers who will also provide orbital bombardment on the condition that they take the planet by the end of the campaign.
With this in mind we see a gamemode similar to the builds -before- Precursor which featured the attackers being the only team with an MCC and having to take objectives in order to prevent their MCC from being damaged long enough for it to dock with the Defender's outpost.
Being as Arclight hadn't expected such a sizable investment they are over-taken as they don't have installation support such as CRU's, Supply Depots and Turrets to help them defend the location. They bring in HAVs to try and compensate but can't match up against a technologically and financially superior foe.
The battle is brutal and Backfire has achieved victory as they simply had the better tools at the right time.
Battle for District Three
Now that Arclight has seen that Backfire is serious - they've diverted their offensive team back to the planet from a separate engagement to try and even the odds. With their MCC now on the field we see a battle more closely resembling the Skirmish matches in our current build with two MCCs firing at one another over-head and objectives being taken solely to try and destroy the enemy's MCC.
All manner of vehicles, installations, tactics and the fully brunt of what Dust 514 has to offer is fielded and the battle is of legendary proportions. All participants are using their best gear and hundreds of millions of isk are lost in the battle with each side pushing as hard as they can for victory.
The battle is movie-worthy and Arclight has achieved victory as they were now at even terms with their enemy and had the advantage of knowing their territory.
Remembering that this is just a theory of how things -might- operate, it's sort of fantastical to believe that this is how things would play out but not entirely unlikely. Perhaps it'll be more simplified but at the current time this is just how I think things -should- work as to make the game more immersive and interesting.
