Set is up like FW in EVE. Each planet in FW space has districts like now. When a district opens up like an EVE FW site, players in a FW corp can join it, in order to gain LP. Holding the district for a certain period of time wins you control of the district. Attacking an open district in an enemy contested system yields more LP than defending a district in a friendly uncontested system. LP is also split depending on the number of people defending/attacking. There are also salvage rewards for defeating foes so having an actual conflict is more lucretive than AFKing a friendly post. Each battles victory would be similar to a domination match in that there is one control moving back and forth depending on the progress of one side or the other.
Examples: Gallente-Caldari FW
Scenario1: Caldari district comes online, Caldari player joins battle with themselves and 5 other players (a squad). Pretty boring if uncontested, they cap all the OBJs and wait for timer to end battle. Fast victory gives relatively low LP payout per person and no loot.
Scenario2: Caldari district comes online, Caldari squad joins battle, attempts to cap all letters. Gallente Squad joins and holds 2 of 5 letters, timer slows down, fight for control ensues, skrimish match. If Caldari hold the most letters long enough, similar LP payout as scenario one, but added loot. If Gallente squad wins they get the loot and slightly higher LP payout and control of the district which will affect contension in EVE. Bothe get loot based on kills regardless.
Scenario3: Caldari district comes online, no Caldari join, no Gallente join, it remains online until someone shows up. 2 Gallente players show up to take district uncontested. Squad of Caldari show up to fight the 2 Gallente. More gallente players show up to help fight. Finally there is a full match and a large battle starts to control the district. No LP is rewarded until the district control is decided, but WPs and Loot is still rewarded to players who can come and go as they please(assuming they are in FW). LP is only rewarded to the victor, and is split among the remaining players.
All contension is the same as EVE FW per system, and each district can have a small bonus to the system, for both Dust and EVE players. I haven't quite figured out a way to reward OBs, since letting them be dropped every 3 minutes means it would be easy for pilots to farm a system for LP without an actual battle on it.
I'm interested in what everyone else thinks.
