Remove active scanners, and make scouts vision like active scanners, only the range and precision is customizable via enhancers. This would encourage having at least one scout in a squad scouting for enemies, rather than a logistics suit scanning.

The suits themselves should not have any specific abilities that is not tied to their modular build. The only difference should lie in the difference between slots, CPU/PG and all the stats bound to the suit itself.
And agreed, that would be terribly OP, also coming from a Scout. |

how about:
1.) give all suits the same amount of pg/cpu. if a logi can have 5 highs AND 4 lows AND 3 equipment slots AND the most cpu/pg in the game, then why the hell does a scout have to have (excluding the commando) the least amount of slots and cpu?
2.) fix the bullshit mechanics that lead to bullshit death, such as the sprinting bug and lag.
i'm not sure about scanners. yeah, they are annoying, but a proto scout can avoid ADV scanners without modules and with 1 dampener can avoid all but the focused scanner, which almost nobody uses. i won't lie though, they are basically a cheat. see almost all enemies and the direction they're facing even through walls. now if that's not cheating, then i don't know what is.

Exactly. Of course the scout wouldn't we through walls like an OP scanner unless they are pretty close to the scout. Edit: the reason I wouldn't be OP is because killing a scout is way easier than killing a logistics suit, scout scan range sucks compared to the active scanner, and they wouldn't be able to see you coming up from behind the scout. To fellow scouts: what's more OP, scanning you 100m out, or scanning 16-60 meters out?

That's passive scan and it's not shared with the squad. But there are limits to it. For instance you can't see other scouts with passive scan even with the 100m max you can get with the Scout Gk.0 suit.
The active scanner is for when you want to catch that scout and share the results with the squad at up to 150m.

So if scouts were the "active scanners" themselves would they receive the +25 for ally kills?

What do you consider high precision? The highest one can get with passive and mods is slightly less than 27. The only suit that can scan over 60m with that high of precision is the Gal Adv scout with max skills.
Don't forget that Proto scanners scan at 28 Db with 100m range. The scanner can perma scan an area with the only drawback being the time it takes to complete the scan.
It's no different than where we are now.

Make whatever the Scout sees appear on your squad's Tacnet and vice-versa.
So basically, turn squad sight back on, but only for Scouts.
