Nope. They are different weapons and different roles. An SMG is meant to be a light assault weapon OR a backup/finisher weapon, where the CBR is meant for mid-long range support. Also: -Decrease damage but increase RoF
Why? In case you haven't looked at the RoF of the Combat Rifle, it is 1200. That's 1950 higher than the Assault SMG. Even on the A-CBR, it fires MUCH faster than an SMG.
Now, lets say this is implemented... Why get an SMG at that point? The only thing it would have going for it is the fact that it fits in a sidearm slot, making it seem like an even more unimportant. It makes no sense to make a light weapon to be even more like a sidearm.

You seem to have over looked two things: 1. it's minmatar and minmatar sacrifice for speed 2.it's just a larger version of the SMG anyway |

Why should two weapons be similar just because they're developed by the same faction?
In fact, the opposite should occur. A faction should make their own weapons distinct from eachother, so they can perform a variety of roles without having to resort to using another faction's weaponry.
What's the difference between an immobile Minmatar ship and a pile of garbage?
The pile of garbage is more lethal.
