Hello,
The real problem with balance in the current game is that, when weapons are balanced by CCP, they are changed to meet the need of current playing conditions instead of how the game is envisioned to work. As an example of this we have weapons such as the Flaylock pistol that once was "BOSS" but now is just LOLZ most of the time. The once called "OP" iteration of the weapon would have been at home with the current balance of the game.
As another example of the a weapon that used to be excellently balanced, I invoke the Plasma Cannon. This weapon was really good before 1.4 and aim assist. After this there was a slow and steady decline in it's usability because, the conditions for which it was balanced are now extinct. this weapon still is a good but, by being balanced towards archaic mechanics, the weapon feels unresponsive and under powered. I would like to reiterate that the weapon is good, but it's functionality has not been updated to meet the standards of current playing condition like most of the weapon have been optimized.
Another example I can think of is the mass driver. By talking about this I know I am stepping into unsteady ground but; I think I'll dare a step or two. This weapon, while once also thought of FOTM has steadily declined in it's use. Aim assist favors High RoF and High Damage weapons such as the SCR, AR, CR, and RR. Mass drivers are seen few and far between and its not because it's a bad weapon; Again I would like to state that it's just been balanced towards outdated mechanics hence hindering it's ability to be as competitive as other weapons optimized for current builds.
As a final thought I implore CCP to Balance weapons based on their Vision of how the game should be, instead of current gaming conditions that are as transient and meaningless as passing by a stranger. Balancing weapon build by build is a redundant and useless action that is hurting the game more than it is balancing it. Sweeping changes must stop. Changes should be done slowly and cautiously until the game feels where it's supposed to be. The player will thank you for it and the programmers will have to do much less work and listen to less complaints.

Like how they introduced the active scanner without the counter (cloak) Or like how they released the SCR without the RR or CR.
Or how about like they nerfed swarms and buffed tanks.
Yeah I would say you hit the nail on the head.
No you kill this blueberry hacking the CRU we are camping. I already killed the last 2.

I agree with the general stuff Ghaz, PLC is now worse than before 1.4 due to assault rifles bursting out approximately the same DPS as a direct hit from a PLC, but they are more forgivable weapons.
However, you are saying CCP is implementing changes too quick?
I concur.
Doesnt matter in Dust 514: PC. FW Standing. Tanking Type. Other mods than DMG or HP.
Does matter in Dust 514: Rifles.

I concur.
Maybe not too quickly but changes that are too big. Instead of slightly tweaking numbers and stats they do sweeping changes that completely alter gameplay and in some cases break it.
