Realistically, CCP has a lot more important things on their plate right now than fixing the broken revive mechanics. The current system is a reasonable but failed attempt to correct the previous bugs that made reviving difficult and unrewarding. ...

All that really needs fixed is that down players are not revivable unless they call for assistance. Squads and medics can still revive those who want it. No more stupid revives unless you asked for it.
